CU Denver has received a letter of intent from India’s University Grants Commission to establish the first degree-granting campus by a US public university in Hyderabad. The university states it will be the first foreign institution to receive such a letter in the state of Telangana. The proposed campus will offer programs in business, computing, engineering, and analytics, with the global education company Emeritus acting as a strategic joint venture partner for non-academic operations.

Academic focus and partnership structure outlined

The Hyderabad campus will focus on high-demand fields. Study pathways will be offered in business, computing, engineering, and analytics. The curriculum is designed to combine academic teaching with practical experience and encourage interdisciplinary thinking.

Emeritus will work alongside CU Denver to enable the campus's establishment and growth. The partnership leverages Emeritus's expertise in key non-academic functions. CU Denver will retain control over academic quality and standards.

Timeline and regulatory path forward

CU Denver plans to welcome its first student cohort in August 2027. This date is contingent on completing further regulatory processes with the UGC. The university must still handle these final steps before the campus can open.

Additional programs will be proposed to the UGC for approval in the second year of operation and beyond. The initial announcement did not specify individual degree titles, tuition fees, or an enrolment target.

Context within India’s global education ambitions

This move aligns with Telangana's strategy to attract overseas institutions and develop Hyderabad as a Global Knowledge Hub. The state's chief secretary has directed officials to prepare a policy covering infrastructure, investment, and approvals for international campuses.

Other universities have shown interest. Chief minister A Revanth Reddy said in September that the University of London and Northeastern University planned to establish offshore campuses in Hyderabad, as per reports. The University of Birmingham has reportedly expressed interest in Telangana’s planned ‘Future City’ development.

CU Denver follows the Illinois Institute of Technology, which became the first US university authorized to establish a degree-granting campus in India. Illinois Tech received a UGC letter of intent in 2025 and a letter of approval in 2026. Its Mumbai campus, which welcomed its first batch in September, integrates industry input into curriculum and includes paid placements within degrees.

Leadership vision and institutional background

Chancellor Kenneth T. Christensen emphasized the initiative's focus on rigorous academics and career-aligned learning. He said the university hopes to extend the experience it already offers Indian students in the US to students in India. "Expanding access to high-quality education has long been central to CU Denver’s vision and goals," Christensen said.

Ashwin Damera, co-founder and CEO of Emeritus, stated, "The proposed University of Colorado Denver | Hyderabad marks an important step in bringing globally relevant education closer to students in India."

CU Denver is classified as an R1 research institution by the Carnegie Commission on Higher Education. Established in 1973, it serves approximately 14,000 students and has a global alumni network of more than 100,000 graduates. The initiative aligns with India's National Education Policy 2020 and focuses on student outcomes, applied learning, and workforce relevance.

CU Denver must complete further regulatory processes with the UGC before the campus can open, with the first cohort expected in August 2027.
